The 4,000-member strong IAS lobby has not only demanded an approximately 100 per cent hike in pay and other benefits but has also asked that its supervisory and elitist character be maintained. Says a clerk in the Municipal Corporation of Delhi: "With Rs 50 I cannot even live in a jhuggi."īut the most detailed argument in favour of better pay and facilities is the 100-page memorandum presented to the Pay Commission recently by the IAS (Central) Association. For those not provided housing the average HRA is Rs 50 to Rs 100 per month. Though most senior officials are provided government accommodation, less than 10 per cent of all government employees live in official housing. Sharma, general secretary of the National Organisation of Government Employees: "Since the Government depends on the bureaucracy to implement its policies, it must look after their minimum needs of housing and medical facilities."Īt present clerks are entitled to the ridiculously low annual increment of Rs 10, and over 90 per cent of them retire as they started out: as clerks. The Pay Commission's report is expected only at the end of this year, but the Central Government has already begun to look at the salary structure and promotional avenues open to Indian Administrative Service (IAS) personnel who occupy key positions both at the Centre and in the states. Only two furlongs away, the office of the Fourth Pay Commission at Vigyan Bhavan was flooded with representations from over 50 organisations representing government servants, all asking for more. His own department was chock-full of memorandums and reports on the subject compiled by the Union Government.
"The whole exercise," admitted a senior Home Ministry official, "is aimed at insulating our bright and experienced administrators and planners from any external pressures - monetary or political." Singhdeo did not have to go far to begin his investigations. Singhdeo to look into the pay and perks of government servants and see if they were commensurate with their jobs.
